I headcanon'd a couple other scenarios building off the cop base
Cop saw the body in evidence storage, and against policy, pulled it from evidence to check it out/pilot himself. The body itself is from an innocent girl that a body thief had taken.

College students are protesting law enforcements use of taking bodies and storing them as evidence (leaving a person without a body), the police arrested the girl, and are now sending a cop in her body undercover to their protests, with them none the wiser.
